An award is anticipated by February 2009, with construction expected to commence in March 2009

A joint venture of Germany's Siemens and local Nour Communications Company is understood to have been selected to carry out the LSTK contract on this scheme. The consortium was widely expected to win the $115 million contract, following submission of commercial and technical proposals in April 2005, in which it ranked first. Scope of work involves design, supply, installation and five-year maintenance of the communications network. The signalling system, based on the European train control system, will be installed in (20) locations along the double-line track between Dammam and Hofuf and the single line between Hofuf and Riyadh. Work also includes the installation of a digital video surveillance system, a communications backbone based on an open transport network common platform, a centralised traffic control system at Dammam station, site civil works and a complete power system.

The client had asked three bidders to submit revised bids by April 20, 2005 on a reduced scope of works, as the original offers submitted earlier exceeded the budget. Apart from Germany's Siemens, the other bidders are a group led by Baud Telecom Company (BTC), a subsidiary of Saudi Binladin Group, with Spain's Eliop and offering GSM-R technology by Canada's Nortel Networks; and a group led by local Al-Hijaz Trading & Contracting, with the Australian office of UK's Westinghouse Rail Systems and also offering Nortel GSM-R technology.

Germany's Siemens is the front-runner for the main contract on this scheme. Siemens has been ranked first after the client completed evaluation of both technical and commercial proposals. Siemens, which offers its own rail signalling system and GSM railway (GSM-R) communication network, scored highest on the technical proposal and offered a price of $179 million. Siemens is expected to enter clarification talks with the client immediately, with a contract to be signed before the end of 2004

Several consortia, including Australian, Canadian, German and UK companies, are understood to have submitted bids for the main contract. Among the international companies involved in the consortia are signalling systems provider Westinghouse Rail Systems of UK and Germany's Siemens, which offers its own signalling and GSM-R technologies. Canada's Nortel Networks is offering its GSM-R technology. Bid evaluation is expected to take up to two months. 

This project is in Saudi Arabia. The upgrade is part of a comprehensive network expansion programme that will involve bringing on-board private concessionaires and abolishing the state monopoly in the railway sector. Scope of work calls for the installation of a modern rail signalling system and a GSM railway (GSM-R) communication network - the latest wireless communication standard for railway networks - along 1,000 kilometres of Saudi Railways Organisation's rail lines.

Casting of the two raft foundations for the two towers has been completed. Foundation works are also being carried out in the adjoining podium areas along the tower footprints that will incorporate the residential and commercial units, and a shopping mall. The Arabtec slip-form system for the towers' cores is already delivered to the site and is being installed. Major plant and equipment have also been mobilised and are now in operation.

The main construction contract has now been awarded to a joint venture of UAE's Arab Technical Construction Company (Arabtec) and local Al Saad General Contracting.
